Nigeria signs global measurement agreement to boost trade and product testing
Nigeria has signed an international measurement agreement aimed at improving recognition of its calibration standards, supporting local manufacturers and easing cross-border trade.
Nigeria has joined the group of countries whose measurement standards are internationally recognised, following the signing of the Mutual Recognition Arrangement of the International Committee for Weights and Measures (CIPM MRA) in France.
The agreement was signed by the Director-General of the Standards Organisation of Nigeria (SON), Dr. Ifeanyi Chukwunonso Okeke, at the 28th General Conference on Weights and Measures (CGPM). The signing coincided with the third anniversary of his appointment as director-general.
According to a statement by SON’s Director of Corporate Affairs, Ethan Talatu, issued in Abuja on Wednesday, October 14, Nigeria’s admission as an Associate State of the International Bureau of Weights and Measures (BIPM) took effect on June 4, 2026.
The CIPM MRA is the framework through which national metrology institutes show that their measurement standards are equivalent, and earn international recognition for their calibration and measurement certificates. Its main outputs, internationally recognised calibration and measurement capabilities, are published in the BIPM Key Comparison Database, Okeke said.
He described the signing as a significant step towards integrating Nigeria into the international measurement system.
Okeke said the arrangement would bring international recognition of Nigeria’s measurement capabilities, wider acceptance of its calibration certificates and easier cross-border trade. He added that it would reduce dependence on foreign metrology services, strengthen SON’s technical authority and open doors to scientific collaboration and capacity building.
SON’s account is that manufacturers and small businesses stand to gain: products can be tested locally and trusted abroad, without the cost of using foreign laboratories. Those benefits depend on how quickly Nigeria’s laboratories have their capabilities recognised under the arrangement, and the reports reviewed did not give a timeline.
Full Member or Associate? A Discrepancy
SON said Nigeria had become a full member state of the BIPM, joining Egypt, Kenya, Morocco, South Africa and Tunisia as what it called the only African full members. The agency’s own statement, however, describes Nigeria’s June 4 admission as an Associate State of the BIPM.
The two terms are not the same. Associate States of the General Conference on Weights and Measures have observer status, and the category includes countries that wish only to take part in the CIPM MRA programme, according to the CGPM’s published description of its membership. The reports reviewed do not explain the difference between SON’s two descriptions, and the BIPM’s own list of members was not available to confirm Nigeria’s status. Readers should treat “full member” as SON’s claim until the BIPM confirms it.
Okeke’s three years as director-general have been marked by a drive to move SON’s services online, and the agency presented the signing as a milestone for that tenure.
